An agent approval workflow places a review step between editing an agent asset and that asset reaching any machine: a designated approver sees the change, approves or rejects it, and only approved versions deploy.
The useful property is that editing, approving, and deploying are different powers. An approver who can also deploy makes the approval chain a formality; a system where anyone's local edit is instantly live has no chain at all. Approval only binds when deployment is the sole path by which changes propagate.
