Agent configuration audit trail

An agent configuration audit trail is the append-only record of agent-asset history: who changed which skill or instruction, when, who approved it, and which machines received it.

Why agents specifically need one

When an agent misbehaves, the first question is "what was it running?" Without a trail, the answer is archaeology across laptops and platform accounts. With one, behavior changes map to configuration changes — including the case where the local file was edited outside the approved path.
