Single source of truth for agent rules

A single source of truth (SSOT) for agent rules is one canonical document from which every tool-specific instruction file — CLAUDE.md, AGENTS.md, .cursor/rules — is generated or derived.

Necessary, not sufficient

Generation works on the day you run it. Afterward, the generated copies are still editable files sitting on disks; the first hotfix applied to a generated copy instead of the source re-opens the divergence. An SSOT without deployment and drift detection is one more copy that happens to be labeled "canonical."

What closes the loop

Generation plus zero-touch deployment (so local edits are never needed) plus detection (so local edits that happen anyway are caught).
